SCA CIRCULAR NO 10/1995


FACILITIES GIVEN TO DRY BULK CARRIERS AND LIQUID BULK CARRIERS

FIRST: DRY BULK CARRIERS
A) DRY BULK CARRIERS ARE ALLOWED TO CARRY EMPTY SACKS PROVIDED THAT THE TONNAGE OF SUCH SACKS DO NOT EXCEED 5% OF THE TONNAGE OF THE MAIN BULK CARGO.

B) THEY ARE ALLOWED TO CARRY SACKS LOADED WITH THE SAME BULK CARGO PROVIDED THAT THE TONNAGE OF SUCH SACKS DO NOT EXCEED 10% OF THE TONNAGE OF THE MAIN BILK CARGO.

C) IF THE TONNAGE OF THE SACKS PREMENTIONED IN ITEMS A & B EXCEEDS THE AFOREMENTIONED PERCENTAGES, A SURCHARGE OF SDR 5 IS CHARGED PER METRIC TON EXCEEDING THE EXEMPTION LIMIT.

D) IF DRY BULK CARRIERS CARRY GENERAL CARGO BESIDE THE MAIN BULK CARGO, A SURCHARGE OF SDR 5 SHALL BE LEVIED ON EACH METRIC TON OF THE GENERAL CARGO PROVIDED THAT THE GENERAL CARGO DOES NOT EXCEED 1000 METRIC TONS. AN ADDITIONAL DUE OF SDR 10 SHALL BE LEVIED ON EACH METRIC TON EXCEEDING THAT LIMIT.

E) IF DRY BULK CARRIERS CARRY CARS BESIDE THE MAIN BULK CARGO, A SURCHARGE OF SDR 75 SHALL BE LEVIED ON EACH SEDAN CAR AND SDR 150 ON EACH TRUCK.

F) IF DRY BULK CARRIERS CARRY FLOATING UNITS ON THE WEATHER DECK BESIDE THE MAIN BULK CARGO, A SURCHARGE IS APPLIED ON THE FLOATING UNITS AS FOLLOWS:

  1. IF THE GROSS TONNAGE OF THE FLOATING UNIT IS LESS THAN 300 TONS (SCGT) A SURCHARGE OF 250% OF THE NORMAL TRANSIT DUES OF THE FLOATING UNIT SHALL BE ADDED TO THE TRANSIT DUES OF THE VESSEL.

  2. IF THE GROSS TONNAGE OF THE FLOATING UNIT IS 300 TONS (SCGT) OR MORE, A SURCHARGE PPF 300% OF THE NORMAL TRANSIT DUES OF THE FLOATING UNIT SHALL BE ADDED TO THE TRANSIT DUES OF THE VESSEL.

IN ALL OF THE ABOVE CASES A, B, C, D, E AND F, TRANSIT DUES RATES FOR BULK CARRIERS ARE TO REMAIN IN EFFECT AND UNCHANGED.

SECOND: LIQUID BULK CARRIERS
IF LIQUID BULK CARRIERS CARRY GENERAL CARGO, CARS OR FLOATING UNITS, ITEMS D, E AND F ARE TO BE APPLIED AND RATES FOR THESE TYPES OF VESSELS WILL REMAIN APPLICABLE AND UNCHANGED TO OTHER TYPES OF VESSELS.
